But The problem was persistent

Same problem here is an easy fix change your URL to:
http://ip.server:9091/transmission/web/
It should work
Don’t forget to remove s from https
For me I prefer using https for more privacy I think but no sure you can fix it by changing some setting to Apache (000-default-le-ssl.conf)
